Homebush Bay Remediation

Location:

Eastern foreshore of Homebush Bay.

Owner:

NSW Maritime.

Project Manager:

Area:

Approximately 11 Hectares.

Value:

Approximately $100M of which $21M is being committed by NSW Maritime.

Project:

  • The "Union Carbide" site (also known as the Lednez site) and the Bay area adjoining it have become contaminated with a range of contaminants, including dioxins, due to past industrial use.
  • After a NSW Government Commission of Inquiry review of the project, planning consent for the remediation was granted in May 2004.
  • NSW Maritime subsequently let a contract to permanently destroy the contaminants. This will allow the land to be put to productive uses as defined in the Rhodes Peninsula Regional Environmental Plan.
  • The contractor, Thiess Environmental Services has obtained all necessary operating licence approvals and commenced mobilisationi in May 2005.
  • At the same time Meriton let a contract to remediate the former Allied Feeds site.
  • When completed by the end of 2009, both the “Union Carbide” site and the Bay area will be considered safe for human occupation and use, at what was regarded as the most contaminated site in the Sydney region.

Recent Project Milestones:

  • 2003 Lodgement of Development Application and supporting impact assessment documentation for the remediation work. EIS Commissions of Inquiry.
  • 2004 EIS Determination. Thiess carrying out activities to satisfy “Conditions Precedent” for commencement of work, identified in the agreement between NSW maritime and Thiess. This included submission of Remedial Action Plans, obtaining statutory approvals, commitment from financiers to finance the project etc.
  • 2005 A contract was entered into between NSW Maritime and Thiess Services in April. Thiess mobilised on site in May. The land based remediation program then commenced with the major steps to be excavation, segregation and stockpiling of contaminated soils on site for treatment.
  • 2006 Application by Thiess to modify the remediation methodology from ITD/BCD to DTD/Thermal oxidising and for a different approach to excavation of sediments from Homebush Bay. Commencement of bay sediment remediation along the shoreline.
  • 2007 Consent under Section 96 for amendment to the remediation approach was granted on 26 February. Management plans detailing methodologies to the work procedures were amended and reviewed by NSW Government agencies. Trial excavation in the Bay was undertaken in mid December 2007. Manufacturing of the DTD plant commenced in the United States, with shipment of the plant to Homebush Bay in late December.
  • 2008 Commissioning of the DTD plant to be undertaken in early 2008.
